Philippines Authority Console

This will be the future console for the Philippines national authority (and other host country authorities). In v1, we're focusing on the cross-country Article 6.2 visual workflow.

Future features will include:

• Authorize ITMO issuance requests from projects
• Review and approve Article 6.2 authorizations
• Manage national accounting and NDC tracking
• Monitor corresponding adjustments for transferred ITMOs
• Export integrity evidence for international reporting
